I agree. xml:base is not in the XML spec, and adds to the xml
namespace. However there have been proposals that alladditions to the
xml namespace get rolled into the xml spec at the next revision and
this does seem to make sense to me.

Although it would still require a change to XML parsers, albeit a small
one.
