Jonathan, At their 15 Nov 2003 ftf meeting, the TAG resolved issue rdfmsQnameUriMapping-6, which you raised [2]. The TAG summarized the resolution as: "The use of Qnames as identifiers without providing a mapping to URIs is inconsistent with Web Architecture. See the TAG finding Using Qualified Names (QNames) as Identifiers in Content [3]." I also note that the Architecture Document includes text on the relationship between QNames and URIs; see section 4.5.5 in the 28 Nov Editor's Draft [4].
