[xmlProfiles-29] When, whither and how to profile W3C specifications in the XML Family

The TAG accepted the following issue at their 2 Dec teleconf:

xmlProfiles-29 : When, whither and how to profile W3C
specifications in the XML Family

  Background and related

	+ SOAP 1.2, 26 June 2002 draft makes use of an
	  XML format that does not permit any internal
	  subset, despite the fact that XML 1.0 does
	  not define such a profile/subset of XML.
