TAG Issue 23 - Scope of XLink - XForms

In the publicly available documents on TAG Issue 23 I found no mention of 
awareness of this issue impacting XForms.

The current XForms pre-CR WD, http://www.w3.org/TR/2002/WD-xforms-20020821/,
uses an XLink behaviour-compliant src attribute rather than attributes from 
the XLink namespace.

It seemed to me appropriate to ensure that TAG was aware of this active issue 
relating to the scope of XLink during its discussions on this topic.
