This is an early mailing of the proposed agenda.
Thanks Ian for drawing it up.   Discussion (focussed!)  of these issues
on this list before the meeting is of course a good idea.
As usual, minor changes may be made or links added to the
web page before the meeting, but no after close of business Thursday.

            allow TAG participants facilitate focused public discussion?
