I observed this CSS2.1 problem some time ago too... I think, this bug should be fixed in CSS2.1, especially because CSS has no version indication at all, due to this bug, the property is not usable anymore outside of SVG due to this ambiguity. And at least in SVG there is currently no problem, because it does not reference the CSS2.1 with the bug. And I think, what applies currently for SVG is understandable and useful for authors, if implemented correctly. Of course, the property is interpreted wrong in some implementations anyway, therefore it is currently not really usable for authors ;o)
