[Params] Intention of module not clear

It would be good up-front if it can be stressed that the intention of
the spec is to facilitate simple declarative binding in scenarios
where XBL would be considered overkill.  Though frankly, further
reading of the spec brought up concerns about the scope of the feature
(future comments will address this).
