I've changed the spec so that the <svg:script> requirement only applies to 
SVG UAs.

In general, my intention was to leave the MathML and SVG requirements up 
to the MathML and SVG specs, so that conformance to MathML or SVG did not 
imply or require that the UA implement HTML, and vice versa.

I would be concerned with parser implementors having to look at two 
separate specifications to implement HTML parsing rather than just having 
the one place to go. However, we can always change this later.

I agree that most HTML UA implementors who have indicated an interest in 
implementing SVG in text/html have only indicated a desire to support the 
SVG 1.1 feature set at this time. (<textArea> in particular seems very 
controversial -- it was published over formal objections.) The references 
to SVG Tiny 1.2 are needed because 1.1 leaves many things undefined which 
were only defined in 1.2; if it wasn't for that, I'd have only referenced 
1.1. Since there's no requirement that the HTML UA implement SVG, there's 
no need for a reference to the actual SVG Full feature set anywhere.

I agree that the attribute checks don't seem worth it, but the alternative 
(not having SVG <font> in text/html at all) wasn't popular either.

Why would this differ from SVG in XML?

That requirement is, I would hope, in the SVG spec -- it should be the 
same requirement that says that if you have a script-created DOM and start 
poking SVG elements into it, they have SVG semantics.
