Hi Tim,

this is an official response to your comment found at: http:// 
lists.w3.org/Archives/Public/www-svg/2005Dec/0280.html.

The SVG WG does not believe that because an element uses timing makes  
it an animation. In fact, the discard element does not animate  
anything, nor does it apply to animated values, but rather it  
manipulates the DOM directly and operates on the structure. We  
therefore decline to make any change.
