SVG12: empty xlink:href definition uses poor terminology

14.2 notes for the xlink:href attribute 'An empty attribute value
(xlink:href="") means that no link traversal occurs upon activation of
the 'a' element.' This is misleading, instead of referring to the empty
string it should refer to same-document references as defined in RFC
3986. (The same is probably true for other sections, please change those
accordingly aswell.)
