SVG12: 'initialVisibility' underspecified and useless

section 12.7 introduces the initialVisibility attribute; it is not clear
from the draft what the processing model might be when the media object
is not visible; presumably the effect is as if visibility="hidden" is
specified, but it might also be display="none" or similar; in general,
it seems this attribute is not needed at all, the effect can be easily
achieved by setting the visibility presentation attribute to hidden and
change it through the animation or scripting features as appropriate.
Please replace this feature with an example of how to use the animation
or scripting facilities to achieve the same effect.
