SVG12: superfluous rotate="" animatable clarification

the rotate attribute on the text element and the stroke-dash-array
attribute that the attribute/property is animatable but "non-additive,
'set' and 'animate' elements only".

Clearly, animateMotion and animateColor cannot be used for them so
animate and set are indeed the only elements that can be used. Whether
animation can be additive is already defined in section 16.2.17
(assuming the draft is changed to replace the incorrect "<number>+"
syntax definition with a more correct one like 'list of number'), so
these notes seem quite misleading, please either remove them or change
the draft such that it is clear what the note is trying to address.
