Personally I feel the SVG WG and the CSS WG should work together on a DOM API
for manipulating, normalization and cascading of data types. Possibly as a
joint Task Force hosted by the Web APIs WG.

As was pointed out on this list the current proposal has lots of 
problems and it
would be far more useful to have it available for other things as well.
DOM2Style[1] also suffers from problems. There is clearly need for some 
unified
API. What I believe is stopping it is time and perhaps a separate 
"neutral" Task
Force can solve that.
