This is the SVG Working Group response to your comment found at:

As you point out, the SVG specification says one thing and Amaya says 
another. We believe that the SVG specification is clear and correct in how 
it defines this behavior. Most SVG implementations implement this aspect of 
the SVG language correctly. As Robin Berjon pointed out 
(http://lists.w3.org/Archives/Public/www-svg/2005May/0177.html), Amaya has 
a bug and implements this aspect of the SVG specification incorrectly.
