[sXBL] Various issues in the sXBL draft -- section 5

What does it mean to fire the event handlers in <handlerGroup> "last"?  Do they 
fire after the system event group?  In fact, what event group do the handlers 
end up in?

I assume that they fire after the non-XBL handlers attached to the element both 
when bubbling and capturing?
