"Thoughts" sound a bit vague.

The W3C Recomendation does specify the fragment identifier syntax for
SVG 1.0, yes, and it is implemented.

Only in the most trivial sense.

 #MyElement is equivalent to the XPointer formulation
 #xpointer(id('MyView')) and both formulations are allowed.

Full xpointer including string ranges etc - no. Not in 1.0 or 1.1.
