Use specification instead of formulation in Sec 4

Hello Jon Ferraiolo!

In Section 4, below <length>, the word "formulation" ist used: 

(Note that a <number> has different formulations depending on 
whether it is applied to a property or an XML attribute.)

Wouldn´t it be better to use the term "specification" like it is used 
above in Section 4 below <number>:

The specification of real number values is different for property 
values than for XML attribute values. 

So it would end up in:
(Note that the specification of <number> is different depending on 
whether it is applied to a property or an XML attribute.)
