This is already very definitely stated as a MUST-level requirement at
the end of the letter-spacing section:
   http://www.w3.org/TR/css-text-3/#letter-spacing-property

I could add an example as Najib suggested, but since I don't really
have an idea of how to create one for "here is good behavior", it'll
have to be "here is bad behavior, don't do this". :)
