Editorial comment:
I tripped on reading this sentence:

   For @viewport rules, though, the UA must cascade them separately[…]

I suppose "them" here refers to @viewport rules? I’d rather see 
rephrased to avoid "them". Maybe "The UA must however cascade @viewport 
rules separately…"


Other than that, the actual behavior looks fine to me.
