[css3-syntax] Quirks mode in parser (tree contsruction), not tokenizer

Hi,

§3.3.2. Tokenizer Flags lists "the quirks mode flag". However, that flag 
is only used in the parser (tree construction), not in the tokenizer.

The definition of this flag should be moved to a new "Tree construction 
flags" subsection of §3.5.
