[css3-regions] text-align as a region styling property (issue 16921)

[xxx] (though I'm not sure
[xxx] from where) to add

      text-align to the [xxx]
          set of region-[xxx]
    styling properties. [xxx]

[xxx] This would allow
[xxx] layouts like this
[xxx] where the lines

      alternate between [xxx]
         left and right-[xxx]
       aligned (perhaps [xxx]

[xxx] as found in a
[xxx] poetry layout).
[xxx]

I don't see a good reason not to, so I've added alignment properties to
the list. This closes issue 16921 [1]
