[css3-transitions][css3-animations] Reference to CSS Values and Units

Dear all,

Just a useability suggestion, would it make sense to include CSS Values
and Units in the normative references for CSS Transitions and CSS
Animations? Specifically, to define the syntax for <time> values.[1]

One way or another I think it would be helpful to indicate to readers
where to look for this syntax.
