[css3-images] Should element() move to level 4?

I know of only one UA that has an implementation of element(). It seems like a rather special feature with possibly deep issues that we don't really understand yet. As far as I know, WebKit is not intending to implement it any time soon.

Perhaps we should move it to Level 4?
