[css3-transitions] steps() function should take <integer>, not <number>

describes the steps() function as taking a <number> argument.  I
believe it intends to require <integer> instead, and additionally to
require that the integer be positive (i.e., 1 or larger).

If these restrictions aren't intended, then it needs to explain the
behavior for those cases much more clearly.
