[css3-values] 'ch' unit should have its own section, like other units

In section 6.3.2 of the current css3-values editor's draft at
http://dev.w3.org/csswg/css3-values/ , all of the units listed in
the table at the beginning of 6.3.2 have their own sections except
for the 'ch' unit.  It should have its own section, both for
symmetry, and so that all units appear in the table of contents
(since it is currently the only unit that's not listed explicitly in
the table of contents, I think).
