[css3-animations] properties should apply to all elements, not just block+inline

The property definitions in http://dev.w3.org/csswg/css3-animations/
say that the properties apply to "block-level and inline-level
elements".  I believe these properties should instead apply to "all
elements" (and perhaps also to the :before and :after
pseudo-elements).

(A similar change was made to transitions.)
