I was only speaking with regard to |clear: both| versus |clear: all|; 
|clear: all| is unnecessary since |clear: both| makes sense even if 
there are |float: start| and |float: end| declarations.

I was *not* speaking with regard to |clear: start| and |clear: end|. 
Actually, I think those would be a good idea were the CSS WG to add 
|float: start| and |float: end| (as it appears to have already done).
