[CSS21] Alternate solution to issue 8 (whitespace and tables)

Opera is fine with changing the specification though we'd prefer not to  
make 17.2.1 more complicated than it already is. Something near section  
16.6.1 that says something like the following would be better we think:

   For table, inline-table, table-row-group, table-column,
   table-column-group, table-header-group, table-footer-group or
   table-row, all whitespace is ignored.
