And every combination of every arbitrary number of possible situations
to test side-effects.

We easily reach the limits of test suites here. Test suites are a good tool
to avoid the worst. They're hardly a good tool to prove the best. That's
something I quickly discovered authoring the original CSS 3 Selectors Test
Suite...
