The misuse of terminology (tags/elements) and apparent abuse of HTML
(anchors/buttons) here makes it difficult to understand what you are
proposing, but is it that you saying that current CSS proposals only
allow alpha to be set for an element as a whole, and you are proposing
the addition of separate alpha values for foreground and background?
(I don't know if such a limitation actually exists, as I've forgotten
the status of RGBA colours.)

This question is only on topic if you believe that the facility doesn't
already exist.  That means that you can expect to wait months to years
before  you can use the feature, and expect browsers to honour it.
If you want to know about already existing capabilities, you should use
an author peer help forum.
