[css3-selectors] :active pseudo-class details

   Changes from "4.1.1. :active details"[1] of the CSS3-UI specification
should be extracted and rolled into the section of the Selectors
specification entitled "The user action pseudo-classes :hover, :active,
and :focus"[2]. There's no reason to split the specification of the
pseudo-class across multiple specifications.
