[CSS21] CSS3

Section 5.2

This section references CSS3. Why does the specification reference
future versions like this?
The CSS3 specification indicate the differences with CSS21 rather than
the other way around.

This was noticed in several places throughout the specification. Please
remove all references to CSS3 from CSS 2.1.
