Scrollbar Code

I've recently seen some coding that changes the scrollbar:

 scrollbar-arrow-color: #BA613F;
 scrollbar-face-color: #500F09;
 scrollbar-base-color: #500F09;
 scrollbar-dark-shadow-color: #BA613F;
 scrollbar-highlight-color: #BA613F;
 scrollbar-shadow-color: #BA613F;

Is there any plan to implement this as a standard item?  I know it doesn't work in Netscape, but it does in IE6.
