CSS3 module: Basic User Interface
W3C Working Draft, 2 August 2002

Mainly for bi-directionaly users

For Arabic/Hebrew users, it is nature to see the vertical scroll bar on 
the left side of the viewing area instead of the right side of the 
viewing area.

Currently, this working draft have a session about 8 Scrolling and Resizing
It will be nice if we can add a new property to control which side the 
vertical scrool bar should appeared for a html <iframe > or <frame >
