@charset rules

The CSS2 spec says

"At most one @charset rule may appear in an external style sheet and it must
appear at the very start of the document, not preceded by any

I assume that means that whitespace before a @charset rule is invalid
just like any other character?

"Why can one call the time component of the preceding 4-vector 
by the name energy?  For two reasons:  First, because this time 
component has the correct units -- the units of mass..."
