My impression is that he wanted something less structured,
with the two text boxes at unrelated positions on the page
(e.g. like PDF beads).  On a very quick skim of that URL, 
the nearest he could get to that would be to include bogus
floats.

The URL does say of any use of floats:

Describing this effect in a simple, scalable, deterministic and visually
pleasing manner is difficult
