Converting CSS to HTML 3

Hello all.  

  I don't know if this has been covered before (why isn't there a search
option for the w3 mailing list archives??), but I am looking for either
an external command line program or a perl library that converts a CSS
stylesheet to an HTML 3 compliant file, maintaining the same style
attributes.  Has this sort of thing available?
