Just one comment on your SMIL 2.0 Proposed Recommendation [1].

Finer grained numbering would help a lot. The timing chapter has dozens
of screens between numbering dot increases. In particular, 10.3.1
contains all the attributes and 10.3.2 all the elements, with no way to
make a reference to each.
