One final thing, 

in the RDF Abstract syntax [1] it "recommends" the use of unicode NFC for literals, and in the RDF/XML specification [2] it states that literals "should" should be encoded in NFC. I guess this means that a "warning" would be sufficient output from the W3C validator.
