I've been avoiding the use of daml:imports and not
encouraging others to use it, because the current DAML+OIL
specification makes no distinction between statements that
are imported and those that are not and daml:imports thus
seems to add gratuitous complexity.

I'm also concerned about the granularity of daml:imports.

This was discussed by WebOnt without resolution, but I can't
find it on the current issues list [1].
