The id should carry no semantics; instead it should just be used as just 
  an id, meaning a unique identifier. You cannot use any escaping 
mechanism so youeither have to consistently replace spaces with a 
certain character or use

<Classification rdf:ID="TopSecret" rdfs:label="Top Secret"/>
