I've submitted an update to the "duri" / "tdb" proposal and
expect to ask for RFC publication soon; the latest version is:

   http://larry.masinter.net/duri.html or duri.xml or duri.txt

It will give you a way of distinguishing a URI for my web
page  http://larry.masinter.net and one for me 
 urn:tdb:20020422:http://larry.masinter.net

As the draft says, RDF doesn't need this mechanism, because you
can use a relationship to denote the act of description.
