Well, as long as they can be represented as URIs, why not. Whatever
agency you wish to choose to manage a given identifier "namespace"
is certainly free (and should be).

Though for very broadly applicable concepts such as languages,
countries, etc. etc. I think a set of URNs from an existing
authority such as IETF or ISO would be preferable. Eh?
