The status is "on the slow route to RFC."

One interesting bit is the urn-or-not aspect.  We've decided against
having all tags be URNs, although I tend to think for namespaces and
general semantic-web use, we do want them to be URNs.   I've added
some text on this to the (minimal) faq on http://www.taguri.org.  (I
also got carried away and wrote a tutorial.)
