Quoting triples: An RDF fragment identifier syntax

There is a general need to quote triples which gets conflated with the
controversial topic of RDF 'reification'. I propose an extension to
XPointer, which might serve as a fragment identifier syntax for the media
type:

application/rdf+xml

generally:

#triple(<predicate>,<object>,<subject>)
