I'm having a similar problem, but I get this error when trying to run the JavaServerFaces cardemo on a Stand-alone tomcat instance.  See below:

Apache Tomcat/4.0.6
PARSE error at line 6 column 19
org.xml.sax.SAXParseException: Element type "taglib" must be declared.

Apache Tomcat/4.0.6

Did you by chance ever figure out what might be causing this problem?
