[qu-04] rdfcore issue, 'rdf/xml representation'

The RDF Core Working Group discussed your suggestions on June 6th [1], and
as outlined in http://lists.w3.org/Archives/Public/w3c-rdfcore-wg/2003May/0224.$
we accept most of your proposed edits to the specification. The only
change we don't plan to make is to explicitly assert
'rdfs:Resource subclass of rdfs:Resource' since there are numerous
similar assertions which would add little to the document.
