What do you do with a missing prefix?

Here's one that I don't see on the issues list (#rdf-ns-prefix-confusion
deals only with the rdf:namespace).

What triples are generated for the default namespace? I would guess none,
but this is not explicitly specified.

Example: <rdf:Description rdf:about="#x" foo="bar" />

The triples generated are unclear.

Please add to the issues list. Thanks.
