location of QA Tips (Was: Re: QA Tips: Make readable URIs)

The opinions on whether it is actually ridiculous differ, but we 
decided to move (and properly redirect, of course) the tips to the QA 
area.

I hope you'll be happy with the new URI for this particular Tip, i.e
<http://www.w3.org/QA/Tips/readable-uri>
