Re: QA Tips: Make readable URIs

Dominique wrote a lot of comments [1] on Victor's Draft QA Tip [2].
I agree with most of Dominique's comments and would like to have them 
addresses in the document before moving the Tip out of Draft status.

Victor, do you want to suggest rewordings following these comments, or
